On a tight budget? Create your own accessible HTML versions and host them on your own server. The DocTool automatically detects them — no OctoComply subscription needed.
Place an accessible HTML file at the same path as your PDF, under a /civiccomply folder:

Accessible HTML: /civiccomply/documents/budget-report.html
The DocTool checks this path automatically. If it finds the file, constituents see the “View Accessible Version” button — no API call, no subscription, everything stays on your server. The free DocTool + self-hosted versions give you a complete document accessibility solution at zero cost.
Common questions
Is the DocTool really free with no limits?
Yes. The DocTool works on unlimited pages and captures unlimited accommodation requests. Free tier shows 90 days of request history with OctoComply branding in the modal. Paid tiers add full history, white-label, and analytics.
Can I host accessible versions on my own server instead of using OctoComply?
Yes. Place an HTML version of your PDF at the same path under /civiccomply on your server (e.g. /civiccomply/docs/budget.html for /docs/budget.pdf). The DocTool detects it automatically via a HEAD request — no subscription needed, no data leaves your server. This works alongside OctoComply-hosted versions: the DocTool checks our API first, then falls back to your mirror path.
What counts as a 'page' in a scan?
Each unique URL on your website that the scanner visits counts as one page. We respect robots.txt and don't count assets like images or PDFs separately from the pages that contain them.
Can I get an Accessibility Validation Report on Professional?
Yes. Once your site scores 90 or above on a Professional-tier scan, you can generate an Accessibility Validation Report valid for 90 days. Re-scan to renew.
Does OctoComply cover the DOJ Title II ADA mandate?
OctoComply audits against WCAG 2.1 Level AA — the exact standard the DOJ adopted in its Title II final rule. Achieving a passing score gives you strong evidence of good-faith compliance efforts.
Can I remove the OctoComply branding from the DocTool?

What happens to accommodation requests if I cancel?
Your data remains available for 90 days after cancellation. You can export it at any time. The DocTool will continue to work on the free tier (with branding) — you never lose the accommodation request capture capability.
